Regulator Liaison
Job Introduction
The purpose of this role is to assist NNL in achieving high quality regulatory engagement, ensure regulatory actions and commitments are captured and managed, and engage with stakeholders across the business to implement learning gained through regulatory interactions. They shall also provide a number of support functions to the Compliance and EHSS&Q teams including but not limited to; stakeholder management, area risk management and assessment, security liaison officer & functional plan development.
Role Responsibility
- Develop strong regulatory and OCM relationships, ensure the effective management of all regulatory interventions, issues, commitments, actions and reportable events, and share learning from regulatory interactions across the business, such that NNL is clearly seen as a learning organisation that takes its nuclear safety and security duties seriously and in so doing minimises the risk of regulatory or site licensee enforcement action
- Identify and assess business risks in EHSS&Q & compliance areas, ensure suitable mitigating actions are identified and managed to completion to minimise non-compliance and business risk
- Responsible for the set up and administration of Pan-NNL security and safety management committees (NSyC, MOC, NNSCE, etc.) whilst ensuring that they remain quorate. They shall also be responsible for the production of quality technical minutes, notes for the record and meeting records that will maintain an auditable trail within their area of responsibility
- Manage and coordinate EHSS&Q and compliance Key Safety Appointments, SQEP roles, training and management systems documents to ensure all requirements remain in date and reflective of safety, security, quality and business requirements
- Develop and manage EHSS&Q and Compliance functional objectives and functional plans, including succession, assurance, EHSS&Q improvement, that cover areas of concern and deliver value adding improvements
- Coordinate and collate management reports include the Annual Review of Safety & Security, ISO Management review and other similar reports to ensure the production of high-quality management reports
- Appointed as Security Liaison Officer – Responsibilities for the maintenance of the facility security operations provision. Including but not limited to; management and maintenance of facility access lists, including denial or removal of access where necessary; management of building intruder detector system; and, implementation of security arrangements to changing business requirements
- Proactive in Continuous Improvement: Promote best practice within the function by for example actively participating in Operational Experience Feedback (OEF) briefs and ensuring each of the three areas learns from one another
The Ideal Candidate
- Experienced in working in a regulated environment, be detail orientated, and able to work to stringent deadlines, whilst maintaining discretion at all times
- Level 4 qualification (or equivalent experience) in a compliance, engineering, science or risk management discipline
- Experience in managing influential stakeholders or regulators
- Understanding and experience of business risk management processes
- High levels of integrity and the confidence to challenge the behavior of others
- Evidence of self-motivation with demonstrable levels of drive, energy and resilience.
- Ability to communicate key information both verbal and written with customers, suppliers and stakeholders
- Highly competent with multiple IT software packages including Microsoft packages
